A Triad of Protection: Agay NHS Launches ‘Project S.H.I.E.L.D.’ for Student Safety

In an era where the challenges facing the youth extend far beyond the pages of textbooks, creating a secure, nurturing environment for learners has become a community-wide mission. Recognizing the rising concerns over bullying, cyberbullying, physical violence, and youth delinquency within and around school grounds, Agay National High School has formally stepped up to the plate.

Through a newly forged Memorandum of Agreement (MOA) , the school has brought together the forces of academia, law enforcement, and faith-based guidance to launch Project S.H.I.E.L.D.—which stands for Safe Havens Integrating Education, Law enforcement, and Divine guidance.

This holistic, multi-sectoral initiative unites the Department of Education (DepEd) via Agay National High School , the Philippine National Police (PNP) through the RTR Municipal Police Station , and the Religious Sector represented by the Butuan City Alliance Church. Together, they aim to cultivate not just safer hallways, but stronger moral foundations for the student body.

The Legal and Moral Imperative

Project S.H.I.E.L.D. is anchored firmly on the state’s mandate to protect the physical, moral, spiritual, intellectual, and social well-being of the youth. It serves as a direct, localized response to Republic Act No. 10627, also known as the "Anti-Bullying Act of 2013," which requires secondary schools to adopt rigorous policies against institutional bullying.

"Preventing school violence requires not only administrative and legal intervention but also strong values formation and moral guidance," the agreement notes.

To turn this vision into reality, each sector has committed to a specific set of duties designed to surround students with a protective barrier.

The Pillars of Project S.H.I.E.L.D.

The initiative divides responsibilities across three distinct branches to maximize student support:

1. Education: Inside the Campus Gates

As the primary implementing and coordinating body , DepEd - Agay National High School, led by School Principal Elizalde S. Chavit, takes charge of the day-to-day advocacy. The school's responsibilities include:

  • Curriculum Integration: Embedding anti-bullying awareness and conflict resolution directly into daily classroom routines and homeroom guidance periods.

  • Early Identification: Proactively spotting at-risk students and vulnerable groups who need specialized protection or targeted intervention.

  • Psychosocial Support: Delivering timely emotional and mental guidance to students struggling with behavioral challenges.

  • Safe Spaces: Dedicating a campus venue for partners to conduct counseling and seminars, while maintaining strict adherence to the Data Privacy Act regarding minor records.

2. Law Enforcement: Vigilance and Visibility

Represented by Chief of Police PMajor Ernesto Esteban Marcos, Jr. , the RTR Municipal Police Station provides a reassuring, non-intimidating safety presence. The PNP’s active operational duties include:

  • Visibility Patrols: Patrolling the school grounds and its immediate vicinity during high-risk peak hours—specifically lunchtime (12:00 PM) and dismissal (3:00 PM – 5:00 PM) to deter threats.

  • Morning Inspections: Partnering directly with the school watchman to conduct routine morning baggage inspections.

  • Weekly Briefings: Participating in Monday Flag Ceremonies to deliver standard Information, Education, and Communication (IEC) briefings on the legalities of cybercrime, illegal drugs, and gang involvement.

  • Emergency Rapid Response: Deploying a dedicated priority hotline for school administrators , while ensuring any interventions with Children in Conflict with the Law (CICL) strictly adhere to maximum tolerance and the Juvenile Justice and Welfare Act (R.A. 9344).

3. Divine Guidance: Character and Cohesion

Representing the religious sector, the Butuan City Alliance Church, led by Lead Pastor Rev. Michael Feril , infuses the project with the crucial element of moral recovery. Their role involves:

  • Values Formation: Designing tailored spiritual retreats and moral recovery seminars to cultivate empathy, mutual respect, and a deep-rooted culture of non-violence.

  • Guidance Partnership: Collaborating directly with the School Guidance Office to co-facilitate targeted emotional and behavioral intervention programs.

A United Front for the Next Three Years

To ensure the project remains active and dynamic, a Technical Working Group (TWG) will be formed. This group will feature representatives from DepEd, the PNP Women and Children Protection Desk (WCPD), and the church’s youth ministry. The TWG is slated to meet every single quarter to look over incident data—stripped of any identifying personal details—and constantly refine their strategies.

Furthermore, all parties have bound themselves to absolute confidentiality to shield the identities of any students experiencing bullying or violence.

Exaure , this binding pact is set to protect the Agay NHS community for an initial duration of three years. With education, law enforcement, and divine guidance operating under one unified banner, Project S.H.I.E.L.D. stands ready to ensure that the future leaders of Agusan del Norte can learn, grow, and thrive in true peace.
