This holistic, multi-sectoral initiative unites the Department of Education (DepEd) via Agay National High School
The Legal and Moral Imperative
Project S.H.I.E.L.D. is anchored firmly on the state’s mandate to protect the physical, moral, spiritual, intellectual, and social well-being of the youth
"Preventing school violence requires not only administrative and legal intervention but also strong values formation and moral guidance," the agreement notes
.
To turn this vision into reality, each sector has committed to a specific set of duties designed to surround students with a protective barrier
The Pillars of Project S.H.I.E.L.D.
The initiative divides responsibilities across three distinct branches to maximize student support:
1. Education: Inside the Campus Gates
As the primary implementing and coordinating body
Curriculum Integration: Embedding anti-bullying awareness and conflict resolution directly into daily classroom routines and homeroom guidance periods
. Early Identification: Proactively spotting at-risk students and vulnerable groups who need specialized protection or targeted intervention
. Psychosocial Support: Delivering timely emotional and mental guidance to students struggling with behavioral challenges
. Safe Spaces: Dedicating a campus venue for partners to conduct counseling and seminars, while maintaining strict adherence to the Data Privacy Act regarding minor records
.
2. Law Enforcement: Vigilance and Visibility
Represented by Chief of Police PMajor Ernesto Esteban Marcos, Jr.
Visibility Patrols: Patrolling the school grounds and its immediate vicinity during high-risk peak hours—specifically lunchtime (12:00 PM) and dismissal (3:00 PM – 5:00 PM) to deter threats
. Morning Inspections: Partnering directly with the school watchman to conduct routine morning baggage inspections
. Weekly Briefings: Participating in Monday Flag Ceremonies to deliver standard Information, Education, and Communication (IEC) briefings on the legalities of cybercrime, illegal drugs, and gang involvement
. Emergency Rapid Response: Deploying a dedicated priority hotline for school administrators
, while ensuring any interventions with Children in Conflict with the Law (CICL) strictly adhere to maximum tolerance and the Juvenile Justice and Welfare Act (R.A. 9344) .
3. Divine Guidance: Character and Cohesion
Representing the religious sector, the Butuan City Alliance Church, led by Lead Pastor Rev. Michael Feril
Values Formation: Designing tailored spiritual retreats and moral recovery seminars to cultivate empathy, mutual respect, and a deep-rooted culture of non-violence
. Guidance Partnership: Collaborating directly with the School Guidance Office to co-facilitate targeted emotional and behavioral intervention programs
.
A United Front for the Next Three Years
To ensure the project remains active and dynamic, a Technical Working Group (TWG) will be formed
Furthermore, all parties have bound themselves to absolute confidentiality to shield the identities of any students experiencing bullying or violence
